Conclusive of what though? If you mean it's conclusive of the view that the fish are not there, then coupled with your experience of catching very little, I would agree with you. The bare statistics aren't an indicator of what the underlying problem is and it is at this point that people usually go off at a tangent and start to blame something. Did otters eat the fish? Did cormorants? Have there been several years of bad spawning and if so why? Has there been an acute pollution issue, Is there an ongoing chronic problem with pollution?

Your original postulation was that otters' feeding habits have changed due to lack of fish and that situation may be damaging water vole populations. This discussion highlights the fragile nature of our environment and how closely everything is interlinked.

My favourite river has a brook a few hundred yards from it. Both are in the same geological area and are subjected to the same pollution, rainfall, etc.
The river is not worth fishing now; the brook is full of fish.
The difference between them is that cormorants do not like the brook- it is too fast and shallow for them.
